Change 1. Area representation on Council

This opens Council to the best people wherever they live. It replaces the current geographic limit with a safeguard so that no single Area may hold a majority of the votes on Council.
Current wording: no more than three Council members from the same Area may serve concurrently, and only two may vote.
Proposed wording: no single Area may hold a majority of the recorded votes on Council at any one time.

Change 2. The Chair's role in a vote

A small change so the Chair stays impartial and votes only to break a tie, rather than holding both an ordinary vote and a casting vote.

Change 3. A new Volunteer Coordinator role on Council

This creates a dedicated Council role to support, welcome and grow our volunteers, so they always have a voice at the top table.
